The P&C Manager at Amahoro Coalition plays a critical role in building a high-performing, values-driven organization with staff and consultants across the Continent. Based in either our East Africa (Nairobi) or West Africa (Accra) office, this role is responsible for leading core human resources functions, including talent acquisition, performance management, employee engagement, learning and development, and HR operations across the entirety of the organization. With a small team of roughly 40 staff, the P&C Manager is both a strategist and implementer for Amahoro’s people and culture functions. Working closely with leadership, the P&C Manager role requires a proactive and solutions-oriented professional who can balance strategic thinking with hands-on execution, ensuring that HR systems, policies, and approaches are both compliant and people-centered (see our job profile below). The P&C Manager will also serve as a trusted partner to staff, fostering an inclusive, supportive, and accountable workplace culture – one that is inclusive of refugees and displaced persons as a core part of our team.Key Responsibilities
1. Talent Acquisition and Workforce Planning:- Business partnering with Heads of Department to craft and elevate strategy for hiring, including org structure and position scope
- Manage job descriptions for positions as the organization grows and responds to new programs.
- Implement effective recruitment strategies to attract diverse talent aligned with Amahoro’s culture, values, and strategies
- Contracting with successful candidates - comp and terms negotiation, reference checks/safeguarding, contracting
- Manage the onboarding process - along with hiring managers - to ensure new employees are prepared for success at Amahoro, overseeing training of new hires, integration into org culture, values, and ways of working
- Leading the performance goal setting process, including working with HODs for departmental and individual performance goal setting, and managing the software systems and applications to track these goals
- Managing the quarterly and annual performance management process across the organization, including performance evaluation tools, business partnering to managers, professional development plans to address employee gaps, 360-degree evaluations as needed for leadership
- Developing learning and development programs for continual improvement of staff to reach Amahoro Coalition goals, including leveraging partnerships for staff development.
- Recommending approaches for career recognition and laddering for top-performing employees, including raises, promotions, and other development opportunities.
- Work with Amahoro leadership on culture initiatives, including ensuring organizational values are embedded in ways of working throughout the team.
- Maintain, grow, and ensure the adoption of the Employee policies, handbook, rights and responsibilities, including safeguarding.
- Support the team on day-to-day conflict resolution/grievances to reach amicable solutions, including approaching conflict resolution with compassion, allegiance to Amahoro ways of working/culture, alignment with local labor laws, and dignity and confidentiality.
- Support overall employee wellness, including managing programs related to mental health support, leave, and advancement programs.
- Keeping accurate employee records and forms, including biodata/personal information, employment contracts, performance evaluations, benefits documentation, conflict of interest statements, signed code of conduct, etc.
- Lead organizational contracts for insurance, pension benefits, etc
- Manage all HR technology platforms, including data compliance
- Ensure compliance for payroll processes and taxes, in partnership with the Finance office. Keep updated with changes in the employment laws and proactively propose changes to policy and procedures to remain in compliance.
- Represent or support the organization in any legal matters related to employment.
- Ensure staff and consultants are compliant with safeguarding protections required of all of our program participants and partners.
Who We Are Looking For
This position is a leadership role at Amahoro Coalition, and as such, we are looking for someone who is both strategic and operational. At the A3 leadership level within Amahoro, we are seeking professionals with both technical and leadership skills as follows: Skills and Experience:- Bachelor’s degree in HR Management or any other related field, a Master’s degree will be an added advantage
- 8 years of human resources management - or transferable experience - with preferred experience in business partnering, employee relations, and organizational development.
- Strategic Communication & Storytelling - Must be able to translate strategy into language that teams understand, believe, and act on
- Emotional Intelligence (EQ) - Must be able to read the room, empathize, and lead with composure under ambiguity.

- Financial Acumen & Budget Management - Must be able to make multi-variable trade-off decisions that balance people, process, financial target and profit.
